Utilizing an alternative approach to the traditional methods for building capacity
This case study documents the successful application of the methodology used at RE!NSTITUTE (formerly RRI), across the public sector in Kenya and discusses the results of utilizing an alternative approach to the traditional methods for building capacity. In 2004, Permanent Secretary Joyce Nyamweya was tasked with building a capacity and results-oriented culture for government institutions. Nyamweya utilized the rapid results methodology for this challenge. After his departure in 2008, a team trained in the methodology continued to utilize and advance its use, so that by 2012 services were improved in more than 25 ministries, the government increased its capacity to implement projects, and improved the performance of 175 local authorities, 45 state corporations, and three public universities. Years after the methodology was introduced, it remained relevant in Kenya due to strong political and leadership support.
