A two-phase development strategy

Madagascar, while rich in natural resources has long suffered economic decline. In 2002, the president, Marc Ravolomanana requested assistance from the World Bank for a learning retreat for senior officials in order to benefit the country. The methodology used at RE!NSTITUTE (formerly RRI) contributed to the design of a decentralization policy to improve governance, and support regional development and local service delivery. Rice production was an initial focus area for the goals set and success varied across the regions; the second phase focused on rural development with a shift in focus to economic growth. Other areas of focus included textiles/cotton, health, and tourism.
